Why are 2 Templates Loading?

It is obvious that the default template loads first, and then any custom changes I made loads next.  It is very annoying that you can visually see this happen.  There needs to be an option for a "blank layout", or in other words, to "start from scratch"....but there isn't.  I did a brief search, reading through forums and such, and only found other people looking for the same answer.  This is not an option, unless I've missed something?

From the nominal experience I have, I assume this effect is caused by the CSS Hierarchy.  I am just learning about "Blogger" and the "Template Designer", so I have hopes that this can be corrected with some cusom CSS coding. 

If anyone happens to read this test page, which is highly unlikely, please advise!

Where are Photo's Saved?

Photo's uploaded on Blogger are saved in Picasa, as I read in a forum.

I am assuming this is true, because it has the Picasa favicon symbol when the profile pic is viewed.
This makes sense, because Google also owns Picasa.

Blogger VS Blogspot

blogspot.com redirects to blogger.com.

I assume that blogspot.com is the host for the Blogger blogs.

Who Owns Blogger?

Google owns Blogger.
